Core Functions

  • Promotion of gender equality and women’s empowerment through gender mainstreaming in national development.
  • Coordination of the development, review, implementation, monitoring and evaluation of gender and social development policies, programmes and projects.
  • Facilitate community development of communities to enable them identify, design, plan, implement, monitor and evaluate gender and social development programmes and projects.
  • To coordinate the production and analysis of sex-disaggregated data for gender and social development planning and programming.
  • Promotion and protection of sexual and reproductive rights of women, men, boys and girls.
  • Supervise and monitor the implementation of the Women Enterprise Fund.

Specific Roles of the Department

The Department of Gender and Social Development’s goal is to mobilize and build capacities of the people of Kenya to actively participate in socio-economic development.  In addition, the department addresses all pertinent issues pertaining to women, men, boys and girls for equitable development.  The department also coordinates social welfare programmes aimed at mitigating socio-economic problems with special focus on the vulnerable groups. The categories of vulnerable groups targeted by the Department include: people with disabilities and aged persons.
The specific objectives of the Department are:

  • To facilitate and accelerate gender mainstreaming in national development for gender equality and women’s empowerment.
  • To empower communities for effective participation in sustainable socio economic development
  • Enhance the capacity of vocational rehabilitation centres to offer innovative and competitive training programmes for Persons living with disabilities and special needs;
  • Provision of specifically organized services to vulnerable members of the society;
  • To provide enabling policy and legislative frameworks for the implementation of gender and social development programmes;
  • To raise public awareness on and increase women’s access to the Women Enterprise Fund for economic development;
  • Involvement of communities in all development initiatives and decision making as the main stakeholders.
