On Friday 25th March 2011, a certain Newspaper carried a story attributed to the Kenya Society for the Mentally Handicapped (KSMH) accusing the Ministry of Gender, Children and Social Development of “sitting” on funds provided by the Government for monthly stipend for persons with mental disabilities and threatened demonstration against the Ministry.
